2© = 4+ suit, 0-10 hcp. The 1NT-response to the takeout double shows a balanced hand, a ª-stopper and 8-10 hcp. North can have as little as 9 hcp, so passing out for penalties is not an option.
3¨ = 5+ suit, 16-17 hcp. With more, North should hope to find South with at least 5 hcp, and take some forcing, like cuebidding 3ª to ask for ª-stopper.

1ª = One round force, so East can save his jump in NT for cases where he has a truly balanced hand.
1NT = After downgrading a little for the stiff ace-king, West is left with insufficient strength for the fourth suit forcing. Many partnerships would not use 4th suit at the 2-level with less than 12 hcp anyway.
