Pass = No reason to bid spades, since West has more than likely a 4-card ª-suit, and South is probably very short in that suit. Perhaps EW will be friendly enough to play 2ª in the 4-3 fit.

1© = 5+ suit, 8+ hcp. Game force.
1ª = 5+ suit, 16-21 hcp. After a positive response, it would be unwise to jump, and waste bidding space with 20-21 hcp.
2© = 6+ suit, less then 3 spades, 8-11 hcp.
3© = Designating hearts as trumps.
4¨ = 1st or 2nd round control of diamonds, denying ª- and §-control. Technically, North does have a 2nd round control in spades, but South will only welcome ace or king, preferably Ax or Kx, in his suit.
4© = Signoff.

2¨ = 4+ suit, 12+ hcp. This is where the name of the system comes from.
3§ = This high reverse would force game, and therefore require 14+ hcp in Acol. In Two over One, 2¨ forces game already, and therewith relieves the opener's rebid of 3§.
3© = Designates hearts as trumps.
4§ = Mild slamtry, showing 1st or 2nd round control, but denying such control of spades. If North held 16+ hcp in Acol or Two over One, he would initiate a serious slamtry with 3NT. In Precision, North has a maximum 1©-opening, but that is the least, the limited hand should have to start a slamtry.
4¨ = ¨ and ª-control, for it would be foolish to continue the slamtry, without the control partner just denied.
4ª = Third round control of spades, which can only be done if North has extra's in the minors as well.
4NT = Roman KeyCard Blackwood. South loves the extra's in the minors, North must have from his previous bidding.
5© = 2 or 5 aces without the queen of trumps.

An excellent slam, that could easily be, and in fact was missed in practical play.
