1© = Light, but not unreasonable. West's hand does not qualify for a weak-2 in hearts, because of the 4-card suit in the other major.
3© (Jump cue) = 4+ §-support, limit raise or better. South wants to explore 3NT first.
Dbl = To make sure to East leads hearts, and nothing else.
Pass = Average overcall with something like Qx in clubs, hoping to find South with ©Jxx. North could redouble with Qxx, in which case South is able to bid 3NT with ©Jx. If NS have not discussed this thoroughly, North is just showing an average overcall. With the minimum overcall, North would have to run to 4§.
Note, that North has to bid 3NT if he has a §-stopper, regardless of strength, since South's jump cue has already shown enough assistance to allow a minimal North a decent play in 4§ without a §-stopper.
4§ = Checking out. Game in clubs requires 28 hcp under normal conditions. South must consider East's pass to West's opening. This makes a possible ¨-finesse most unlikely to work.

East leads a heart to the king. West cashes the ace, and parts in spades for the king. §K gives North a marked finesse in clubs. After 3 more rounds of trumps, North runs ¨J, and leads ¨T, covered by king and ace. Diamonds break 3-3, so North can dump his ª-loser on ¨7 for 11 tricks.
