non-forcing rebid of 2§. 3§ is out of the question, for that requires a good 17 count or

East and South are not strong enough to open in first or second chair. This results in
a pass-out. The majority of the field still decides to open in first or second seat.
Perhaps these players have forgetten about Law 22A, that explicitly prohibits reshuffling
on pass-outs, or wrongly trusted the duplicators to have taken out the computer-dealt
boards that were likely to produce pass-outs.

Dbl = East is not strong enough for a negative free bid of
2©, he has little defensive potential against a ª-contract, and 1NT would be a great
distortion of his ©-length, so the negative double is his best
alternative.
3ª = Semi-preemptive. South can have a nice hand, but he has no
interest in game, unless North comes up with at least a good 15 count.
