North can't make a negative double over 2ª, since that requires 4-card suits in both
majors. His cuebid of 3§ shows invitational
values, 3ª tells which major he has, after
which South accepts the invite.
Responding 2ª to South's reopening
double would be an underbid, which could be made on a very weak hand,
as well.
Though the bidding sequence towards 4ª is
pretty aggressive, the contract is acceptable at imps. It makes, when East has ªK, ªKx,
or ªKxx, a 36.75% chance. After §K, §J to
the queen, and §A ruffed in dummy, some
declarers will succesfully go for the drup of ªK,
draw 3 more rounds of trumps, and find their prayers about ¨A heard.

2¨ = Inverted minor raise,
i.e., 4+ support, no 4-card major, and 10+ hcp.
2NT = Stoppers in all side suits, and 11-13 hcp. ©9752
is not a sure stopper, but makes it very unlikely, that NS cash more than 4 ©-tricks off the top.

1© = Breaking the rule of 15,
that dictates to pass in fourth chair, when the sum of hcp plus number of spades is less
that 15. The good 5-card ©-suit and the well
placed side suit honors offer too many prospects of a plus score to just give up.
2§ = 5+ suit, 8-11 hcp, the so-called negative
free bid.
