2§ = Stayman relay, for which North may not have a 4-card major, so South must alert.
2ª = 4-card ª-suit, one round force. Don't mix this up with the sequence 1NT-2§-2¨-2ª, where responder shows a weak hand with 5ª and 4©.
2NT = North may only have invitational strength (8 hcp), so South can only bypass 2NT and show his 5-card ©-suit with a maximum.
3§ = Forces game. North may not be interested in clubs at all, so South must alert once more.
3© = Now it's time to show the 5-card ©-suit.
4© = North has a very flat hand, but in 3NT, he will certainly not like to find South with a small doubleton in one of the minors.

Dbl = For takeout, based on minimum opening strength (12-15 hcp). 3§ would make it very difficult to find the 4-4 fit in ª.

Note that East is too weak for a preemptive raise to 3©, and definitely for a business redouble, since 2©** will be extremely costful.
